If you all wondering. I think what he meant that mewtwo was the first legendary that game freak created not according to the games and anime. Like Rhydon was the first pokemon they draw/created not bulbasaur. Hope you understand what I'm meaning

Mewtwo was the result of a lab experiment made by Team Rocket in which a piece of Mew’s DNA was used, so that hardly makes him the first legendary. In fact that probably makes him one of if not the most recent legendaries. Also considering the universe quite literally existed during the experiment that made him, we can assume the Pokémon that made the universe exists yet.

I think game design wise, sure, but canonically, this couldn’t be possible, as we have lore directly telling us Mewtwo was created trying to replicate Mew, i mean, it’s in the name!

Lore wise, Mew came before Mewtwo. Development wise, Mewtwo was designed and put in the game before Mew. Mew was just part of Mewtwo's lore, and had no face. Mew was designed and added to the game last second, which is why Mew is 151 and comes after Mewtwo in the Pokedex.
