Goku in ssjg could almost break the universe with a punch, what I think why the shockwave was small was because Goku tried to minimised the damage caused around him like when he synchronised with beerus punch to cancel out the shockwave that almost broke the universe only this time he probably has to control even more since Moro isn’t punching his getting whooped
