Can I Beat Pokémon SoulSilver if All Enemies are Fully Evolved?

I modded the game and made EVERY single trainer's team fully evolved. That's including every Gym Leader, every Rival battle, and every Trainer team. I scoured the region and gave everyone a huge power boost. Falkner's Pidgeotto? He's now Pidgeot. Bugsy's infamous Scyther? Have fun facing Scizor in the second gym! Is this version of SoulSilver even beatable??
