Iniulat ni Manila Mayor Isko Moreno sa kanyang unang State of the City address na umaabot na umano sa mahigit 10.2 billion pesos ang iniwang bayarin ng nakaraang administrasyon.

Kabilang sa mga naiwan ang utang sa office supplies, pagkumpuni ng pasilidad, koleksyon ng basura, at pension ng mga senior citizen.
